American Recovery and
Reinvestment Act (ARRA) of 2009
As a service to designers, specifiers, and users of Dietrich Metal Framing products, we would like to pass on the following information which could impact the material used for specific projects.
A recent ruling was handed down clarifying the requirements for construction materials used on projects funded by the American Recovery and Reinvestment Act (ARRA) of 2009. The ruling applies to solicitations issued and contracts awarded on or after the effective date of October 1, 2010.
The key issue addressed was the applicability of the Buy American provision, Section 1605, which requires that “all the iron, steel and manufactured goods used in an ARRA-funded project be produced in the United States”.
As indicated in the graph below, the interim rule separated manufactured construction material into two main categories.
The ruling made clear that manufactured construction material that consisted wholly or predominantly of iron or steel must be produced in the United States, including all stages of production except metallurgical processes involving refinement of steel additives.
In view of this policy clarification, the proposal to treat foreign slab as a component of [other manufactured] goods is not acceptable as the resultant construction material consists wholly or predominantly of iron or steel. Therefore, allowing foreign slab would not meet the objectives of the law.
If your project specification requires ARRA compliant construction materials, Dietrich Metal Framing can provide products that meet all of the requirements of the new law. When given the proper notification on a quote or order, our cold-formed metal framing products and accessories will be manufactured in accordance with the Buy American provision. Even in sections of the country where foreign substrate has been traditionally utilized, Dietrich Metal Framing can accommodate your needs.

The Spazzer® Bar Fly Clip is a secure, fast and efficient way to finish a wall section when using the TradeReady® Spazzer® 5400 Spacing Bar to facilitate the rapid erection of exterior curtain wall framing. Traditionally, at the end of a section, the Spazzer Bar would need to be cut and bent to keep the bar in place. With the new Spazzer Bar Fly Clip, installation is as easy as fastening the pre-punched clip to the stud and the Spazzer Bar. The excess Spazzer Bar is cut, and installation is complete. The Spazzer 5400 Spacing Bar is a pre-notched, galvanized steel spacer and bridging bar that was engineered to provide excellent torsional and lateral stud restraint.
